Cold Cases Solved with DNA Evidence 18 Years Later

At the request of Pullman Police Department detectives, members of the Spokane Police Department Special Investigations Unit located and arrested 47-year-old Kenneth Downing at approximately 10:45 am today, at a Spokane job site where he works construction. Downing, of Elk, Washington, faces multiple felony charges stemming from a series of home invasion / sexual assaults that occurred in Pullman between November 2003 and March 2004.

Legislative Updates: Revised Impacts to Policing in Pullman

Last year, a number of police reform bills were passed by the Washington State Legislature. At that time, the Pullman Police Department provided information outlining the impacts of those bills on local law enforcement activities, including changes to the less-lethal options available for use by officers, as well as impacts to pursuit and use-of-force procedures. During the State’s most recent legislative session, legislation was passed to mitigate the unintended consequences of last year’s bills.
